During his first day as the nation’s 47th president on Jan. 20, Donald Trump signed dozens of executive orders including repealing the Biden administration’s promotion of transgender ideology and safeguarding freedom of speech.
President Trump’s executive order titled “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government” overrides Biden-Harris administration policies that allowed men in women’s private spaces, on the sports field, and even in women’s prisons. The executive order rejects gender ideology by officially defining a man and a woman in irrefutable biological terms:
“‘Female’ means a person belonging, at conception, to the sex that produces the large reproductive cell.”
“‘Male’ means a person belonging, at conception, to the sex that produces the small reproductive cell.”
Trump’s executive order defines “gender ideology” as a worldview that “replaces the biological category of sex with an ever-shifting concept of self-assessed gender identity, permitting the false claim that males can identify as and thus become women and vice versa, and requiring all institutions of society to regard this false claim as true. Gender ideology includes the idea that there is a vast spectrum of genders that are disconnected from one’s sex. Gender ideology is internally inconsistent, in that it diminishes sex as an identifiable or useful category but nevertheless maintains that it is possible for a person to be born in the wrong sexed body.”
The order also specifies that all private spaces shall be designated “by sex and not identity” and that “no Federal funds are expended for any medical procedure, treatment, or drug for the purpose of conforming an inmate’s appearance to that of the opposite sex.”
According to the executive order, the federal government “shall ensure that males are not detained in women’s prisons or housed in women’s detention centers.”

“President Trump’s executive order to end the U.S. government’s promotion of gender ideology and restore the true definition of ‘sex’ in federal law is momentous. It’s a 180-degree turn back toward reality and common sense.
“Men and women have real biological differences. When the law denies this, people suffer. ADF has represented female athletes deprived of fairness, privacy, and safety; students deprived of free speech; parents deprived of decision-making authority for their children; teachers deprived of conscience rights; and schools deprived of funding. This executive order is a victory for them.
“The fight against gender ideology is far from over, and Alliance Defending Freedom is committed to seeing it through to the end. But today, the U.S. government switched sides in that conflict—from promoting the lie to defending the truth.
“We thank President Trump for his leadership on this crucial issue, and we look forward to working with the administration to restore common sense in American policy.”
On Jan. 14, nearly a week before Trump’s inauguration as president, the U.S. House of Representatives passed the Protection of Women and Girls in Sports Act of 2025 by a 218-206 vote, with two Democrats joining Republicans to pass the measure. The bill, which needs Senate approval, would prohibit any government-funded K-12 school, college, university or other educational institution that allows males who identify as female to compete in girls’ or women’s sports.
Another Trump executive order on “Restoring Freedom of Speech and Ending Federal Censorship” states: “Over the last 4 years, the previous administration trampled free speech rights by censoring Americans’ speech on online platforms, often by exerting substantial coercive pressure on third parties, such as social media companies, to moderate, deplatform, or otherwise suppress speech that the Federal Government did not approve,” under “the guise of combatting ‘misinformation,’ ‘disinformation,’ and ‘malinformation.’”
The order states further that the government will attempt to “identify and take appropriate action to correct past misconduct.”
Waggoner told The Washington Stand: “Under the Biden administration, federal officials established a censorship regime that aimed to shut down so-called ‘misinformation’ and any other speech that is unacceptable to the government. It also weaponized the law against American citizens, including colluding with Big Banks to surveil Americans’ private financial data and target them as ‘threats’ based solely on their speech. President Trump’s call to dismantle these tools of repression is something every American—and every other freedom-loving person—should celebrate.”
